The United States and Iran Have Signed a Peace Agreement Consisting of 14 Points

The U.S. government on Wednesday officially released the full text of the Islamabad Memorandum of Understanding reached with Iran. The document consists of 14 points and is aimed at the immediate and permanent cessation of military operations on all fronts, including in Lebanon.

The document provides for the reopening of the strategically important Strait of Hormuz, as well as the neutralization of Iran’s stockpiles of highly enriched uranium and other nuclear materials under the supervision of the International Atomic Energy Agency (IAEA).

In return, Washington has committed to lifting maritime restrictions imposed on Iran within 30 days, releasing frozen assets and financial resources, granting exemptions for the export of Iranian oil and petroleum products, and implementing a reconstruction and economic development program worth at least $300 billion in cooperation with regional partners.

According to CNN, the publication of the document followed a wave of public debate and criticism regarding the confidentiality of the memorandum.

The memorandum establishes a 60-day negotiation period during which the parties are expected to agree on the final terms. The resulting agreement would later require approval through a binding resolution of the United Nations Security Council.

The White House also stated that if Tehran fulfills its commitments, the United States will be prepared to continue easing economic restrictions in support of Iran’s economic development.

According to the first point of the memorandum, the United States, Iran, and their allies commit to the immediate cessation of military operations on all fronts, including in Lebanon, and to refrain in the future from the use or threat of force against one another.

Point 2 reaffirms mutual respect for sovereignty and territorial integrity, as well as a commitment to non-interference in each other’s internal affairs.

Point 3 stipulates that negotiations on the final agreement must be concluded within a maximum of 60 days, with the possibility of extension by mutual consent.

Point 4 concerns the lifting of maritime restrictions on Iran, while Point 5 addresses ensuring the security of navigation in the Strait of Hormuz and conducting demining operations.

Point 6 provides for an investment and economic development program of at least $300 billion for Iran’s reconstruction, while Point 9 concerns the phased lifting of sanctions imposed on Iran.

Under Point 8, Iran reaffirms that it will neither seek nor produce nuclear weapons, and the issue of enriched nuclear material stockpiles will be addressed under IAEA supervision.

Point 9 also provides for maintaining the status quo until the final agreement is signed, while Point 10 grants financial and trade incentives for the export of Iranian oil.

Point 11 concerns the release of Iran’s frozen assets, Point 12 establishes a special monitoring mechanism, and Point 13 sets the conditions for launching phased negotiations toward a final agreement.

The final Point 14 stipulates that the final agreement must be approved through an appropriate binding resolution of the United Nations Security Council.
