The Ministry of Foreign Affairs of the Republic of Armenia welcomes the decision of the International Court of Justice in 2023: the decision of July 6, the full text of which was provided to the parties on July 11. The RA MFA issued a message about this.
"The court unanimously reaffirms the 2023 its decision of February 22, again obliging Azerbaijan, pending a final decision on the case, in accordance with its obligations under the International Convention on the Elimination of All Forms of Racial Discrimination "to take all measures at its disposal to ensure the uninterrupted movement of persons, vehicles and cargo through the Lachin Corridor to both directions".
By the legally binding decision of July 6, the Court unanimously confirms that in 2023 the February 22 decision is "applicable without limitation" to the checkpoint set up by Azerbaijan and that the presence and operation of the Azerbaijani checkpoint in the Lachin Corridor is racially discriminatory.
It is important to note that the Court considered that "the tense situation between the parties confirms the need for the effective implementation of this decision", which was adopted to prevent the imminent threat of irreparable damage to the rights of ethnic Armenians protected by the International Convention on the Elimination of All Forms of Racial Discrimination, and which was deliberately ignored and is still being ignored by Azerbaijan.
Thus, the Court in 2023 The decision of July 6 reaffirms Azerbaijan's international legal obligation to take all available measures to ensure the uninterrupted movement of people, vehicles and cargo in both directions through the Lachin Corridor and, accordingly, to immediately stop the operation of its checkpoint, as it undeniably obstructs Nagorno-Karabakh. the rights of resident Armenians defined by the International Convention on the Elimination of All Forms of Racial Discrimination.
We can record that the Court's decision of July 6 once again proves that Azerbaijan's claims regarding the implementation of the Court's decision of February 22 were false and manipulative.
We also call on other international actors, and in particular the UN Security Council, to take all steps to ensure the immediate and effective implementation of the Court's decision by Azerbaijan," the message states.
