Stepanakert has not received any documents from Moscow regarding the rights of Artsakh citizens with the status of a national minority within Azerbaijan, Artsakh Foreign Minister Sergey Ghazaryan told the media the other day.
Last week, the chairman of the anti-crisis council attached to the Artsakh president, Tigran Petrosyan, published a document, claiming that it was the proposals of the Foreign Minister of the Russian Federation regarding Artsakh. The document that appeared on the Internet had the following title: "Fundamental principles and parameters of ensuring the rights and security of the Armenian population in the territory of Nagorno-Karabakh in the former Autonomous Region of Soviet Azerbaijan according to the legislation of Azerbaijan", and it contained 14 points. In particular, according to those proposals, the Armenian population should have equal legal protection and should not be discriminated against, should be a proportional part of the legislative, executive and judicial power of Azerbaijan. It is noted that Armenian should be freely used along with Azerbaijani in official writing and in public places, the inviolability of Armenians' private property should be guaranteed, etc.

It is difficult to say for what purpose the document attributed to Lavrov was published weeks after the tripartite talks at the level of foreign ministers in Moscow on July 25 and before the discussion of the UN Security Council. However, we should note that Lavrov himself clearly stated on the day of the Moscow negotiations that a number of documents are being prepared for discussion by the leaders of Armenia, Azerbaijan and Russia, but he did not disclose their content.
The goal of the Armenian side should be the political line of keeping Artsakh Armenian. International players, in line with their interests, can present various proposals and call them "relieving tension", "relieving the situation" and so on.
