None of the states demanded that Azerbaijan withdraw its troops at least from the exit positions as of September 19. Historian
Historian Armen Ayvazyan, referring to the September 21 session of the UN Security Council, writes on his Facebook page:
"No state demanded from Azerbaijan to withdraw its troops at least to the exit positions as of September 19, which could only provide Armenians with at least sufficient grounds to continue their lives in their ancestral lands and homes.
No state demanded from Azerbaijan to open the Berdzor Corridor and ensure its uninterrupted operation.
No state proposed to impose clear political or economic sanctions against Azerbaijan for keeping 120,000 native Artsakh Armenians under siege for 10 months, violations of previous agreements, attacks, murders and other brutal crimes.
At the end of the session, Turkey, in fact, threatened Armenia, demanding the opening of the "Zangezur Corridor" and thus signaling the next direction of the ongoing Armenian Genocide. This insolence was not met with any opposition from any state.
The inactivity of the Russian peacekeepers did not receive criticism from any state.
All states, including France, emphasized the need to preserve the "territorial integrity" of Azerbaijan, in fact, turning a blind eye to the official Armenian hatred of that state and even to the right of self-determination of the Artsakh Armenians ("secession for the sake of salvation") in the current genocidal conditions.
In short, the UN Security Council, under the smokescreen of humanitarian speeches, gave a green light to Azerbaijan and Turkey to continue their genocidal actions without interruption.
But those of us who have high expectations from the "international community" hardly understand all this.
