
What programmes should be put in place to keep forcefully displaced Artsakh citizens from fleeing Armenia?
The forcibly displaced Artsakh citizens have an untold number of problems, but the first step towards their staying in Armenia and not emigrating should be the plans to provide them with a permanent roof. Tigran Abrahamyan, secretary of the NA "I have honor" faction, wrote about this on his "Facebook" page.
"Clear standards should be established, according to which a list of those in need of housing should be drawn up.
Priority should be set for families of martyred heroes, families with many children and other groups during these 3 decades of defense of the Motherland.
At the same time, to define urgency for those families who had more than one victim during the last 30 years during war operations. Unfortunately, such families are not few.
What are the main financial sources that should go into this big housing project?
First, the financial resources allocated to Artsakh every year in the amount of the budget of the Republic of Artsakh.
Secondly, those international organizations and countries that have announced to allocate money in the current situation, they should be fully or mostly directed to the implementation of this project. It is necessary to carry out a lot of work, in the direction of a significant increase of funds provided from abroad.
Thirdly, it is necessary to reduce all the extravagances provided by the RA state budget, from bonuses to unrealized capital expenditures, the performance of which is at a shameful level, and be completely directed to meeting these needs.
"Fourth, from the various programs of housing privileges provided by the state budget, at least for the next 3-5 years, direct the provision of apartments to the people of Artsakh," he wrote.
