The mediated elected president cannot dissolve the existence of the state that became independent by referendum, he cannot dissolve the state. Lawyer Ara Zohrabyan said this after the closed discussion on the Artsakh issue, emphasizing that Samvel Shahramanyan's decree on the dissolution of the Republic of Artsakh has no legal force.

He emphasized that the Republic of Artsakh cannot be dissolved. "December will come, we will see, it cannot be dissolved."

In general, a person who has adopted a legal act can even invalidate his previous legal act with another legal act. There are such tools."

We remind you that with the decree signed by Shahramanyan, until January 1, 2024, all departmental state institutions and organizations will be dissolved. The Republic of Nagorno Karabakh (Artsakh) ceases to exist.

Ara Zohrabyan said that various issues were discussed at the closed discussion, as well as cooperation between the government of RA and the government of Artsakh. To the question: Is the RA government ready to welcome and cooperate with the Artsakh government, Ara Zohrabyan said. "My personal opinion. I can say, naturally, the government of Armenia refused to support Artsakh, which was both a moral and legal duty. We also have this situation with the active participation of the Armenian authorities. Unfortunately, these authorities have an anti-Armenian attitude. Naturally, if these authorities had a compassionate attitude, we would have a different situation. We must use our possible measures and pressures so that the issue of Artsakh's rights and self-determination is resolved. This government is a disturbing circumstance, but it does not mean that we should not discuss it."
