“I am familiar with the document. Different jurists express different points of view, but we are dealing with a decree that has not entered into force according to constitutional requirements and standards. If the legal act adopted by the head of the state does not enter into force, therefore it cannot exist. In this regard, the page of Artsakh is not closed, because the state cannot be dissolved by the act of the head of state, because there is a Constitution adopted by the people of Artsakh by referendum, there are constitutional bodies that must continue their function. From the legal point of view, the state has lost its territory, there is a government, there is people. New formations of the geopolitical situation are proceeding at lightning speed, and I am sure that in the near future all the prerequisites and grounds for returning Artsakh will be in place.
“Armenia, as the guarantor of the sovereignty and security of Artsakh, is actually no longer dealing with the issue of the Republic of Artsakh. The government deputies, for example, imagine the problem of Artsakh only in the form of the return of refugees. Is it possible for Artsakh Armenians to return under the rule of Azerbaijan? What policy do you think the Armenian government is pursuing in this matter?”
“The Republic of Armenia has not washed its hands of Artsakh, the current authorities of Armenia have washed their hands and there is no need to identify them. Among the majority of the people of Armenia, there is a problem of preserving the Armenian identity in the subconscious, there is a fear of losing the Armenian identity, and part of our people understand this at the subconscious level, and the other part at the conscious level. All Armenians should participate in the preservation of the statehood and subjectivity of Artsakh. We must be able to deliver this in such a way that it is accessible to everyone and every Armenian in the world knows what to do”.
“Aliyev is "washing" the brains of his people with theses of returning to "West Azerbaijan". This is what the head of Baku calls the territories of Armenia where Azerbaijanis lived during the Soviet Union. They not only talk about this, but also take active steps. Yesterday, a special hearing was held in the Parliament of Azerbaijan on "Place names of Western Azerbaijan: from the distortion of history to the restoration of justice", where it was announced that the "historical place name" of their place of birth will be officially mentioned in the identity document of those born in "West Azerbaijan". "We will return to Western Azerbaijan. There is no choice. Our demand from Armenia is that when people return, our place names should be restored. It is clear, we cannot fully rely on Armenia in this matter, we are taking certain steps ourselves to restore our place names," said Aziz Alekberli, the chairman of the so-called "West Azerbaijan Community" department, Azerbaijani media reports. Pashinyan assures that he will sign a "Peace Treaty" with Aliyev by the end of the year. In your opinion, has Pashinyan met all of Aliyev's demands, including the issues of the "Zangezur Corridor", the return of enclaves, the return of refugees to "West Azerbaijan"?
“Unfortunately, Armenia does not respond to the events in Azerbaijan and does not remember that before the Artsakh movement, until 1988, around 500,000 Armenians lived on the territory of Azerbaijan, including Baku, Sumgait, and Kirovabad. Our authorities do not raise the issue of their return, our authorities never raise the issue that more than 60 percent of the population of Nakhijevan were Armenians, and today almost no Armenians live in Nakhijevan. If we look at the issue with this logic, then I don't think that signing the "Peace Treaty" is beneficial for Azerbaijan. It is the defeatist agenda of our authorities that they want to show the people an hour ago and say that we achieved peace. I think that this document will not be worth a penny in the sense of establishing peace, because Azerbaijan grossly violates the UN Charter, the 1994 ceasefire agreement and many other international legal acts, norms of international humanitarian law. Azerbaijan implements genocidal policy in one word. In that case, relying on some piece of paper called "Peace Treaty" is childish. Our people should know this and not have any expectations from that contract”.
“Erdogan has very clearly said that until Armenia fulfills the demands of its "brother" Azerbaijan, relations will not be settled. Pashinyan announced this Monday that the border with Turkey will soon be opened for third countries through the Margara checkpoint. Do you see such a desire and decision among Aliyev and Erdogan?”
“I consider Turkey and Azerbaijan on the same level, they also declare: "one nation, two states". In many issues, Azerbaijan does not make decisions on its own and follows Turkey's agenda. Naturally, if Azerbaijan presents additional brazen demands, it is supported by Turkey”.
