
Sessions of the Border Demarcation Commission can be held both in Armenia and Azerbaijan, and at the border
At the session of December 14, the government approved the working procedure for the organization and holding of meetings and joint working meetings between the commission for the demarcation of the state border between the Republic of Armenia and the Republic of Azerbaijan and the state commission for the demarcation of the state border between the Republic of Azerbaijan and the Republic of Armenia. "1lurer.am" reports that the project was presented by Ara Mkrtchyan, Deputy Minister of Justice of RA.
According to the Deputy Minister, the basis of the adoption of the project is the text of the work order reached and agreed between the commissions on November 30 of this year, according to which the work order must be approved by the Governments of the two countries.
"The rules of procedure define the relations of the demarcation commissions created by the two states and the procedures for holding sessions and organizing joint work meetings," he said and specified that, for example, the date, time, and place of the sessions are defined, and that such decisions are made by the commissions by agreement between the presidents.
The sessions are held consecutively either on the territory of the Republic of Armenia or the Republic of Azerbaijan, or on the border of Armenia and Azerbaijan, or on the territory of third countries, as well as in the format of a video conference.
"In the event that the meetings are held in the territory of one of the states represented by the commissions, the host party creates all the necessary conditions for their holding, including ensuring and guaranteeing the safety of all participants," he said and added that the adoption of the draft will be an important step for the commissions։ in organizing the legal bases of work organization, based on which the commissions will organize their further activities.
"As a result of the adoption of the rules of procedure, the members of the commissions of the Republic of Armenia and the Republic of Azerbaijan are given the opportunity, through the holding of meetings and the implementation of works, to create the basis for the development of demarcation and delimitaton processes, their legal and technical aspects, in order to later develop and sign a relevant document on the state border between the two states", he said.
Prime Minister Pashinyan inquired whether the document is only technical in nature. RA Deputy Prime Minister Mher Grigoryan replied that at the moment it is organizational, and in the next stage some substantive issues will be given the form of a legal act.
"With this decision, it is assumed that the Azerbaijani side will also approve (such a working procedure document - ed.), and, in fact, the border demarcation process is put on an institutional basis for the first time, which I think is very important," said the Prime Minister.
Mher Grigoryan added that the document will have public nature and it is planned to be published after the session.
