In the negotiation process of the settlement of the Nagorno Karabakh problem, there was never such an option that offered a solution to the Nagorno Karabakh problem, there was no such option. RA Prime Minister Nikol Pashinyan mentioned this in an interview given to Public Radio.

"Let me say this: since the Madrid principles, all the options that have been on the table have assumed the non-resolution of the Nagorno-Karabakh issue. In other words, there was no document which, after being signed, was considered to have resolved the Nagorno Karabakh problem. Moreover, there was such an option only in 1999, when it was signed, it could be said that the NK issue was resolved. it was the option of exchanging Meghri and Nagorno-Karabakh, which could have ended, the matter was closed. In other words, Meghri region is handed over to Azerbaijan, Nagorno Karabakh is joined to Armenia. It was the only option by which it was possible to record the resolution of the Nagorno Karabakh issue, with any other option there was no solution to the Nagorno Karabakh issue, no resolution of the issue was recorded.

And this, in my understanding, was done specifically in a way so that the NK issue could always be held as a club over the head of the Republic of Armenia. I don't know, maybe some people were also thinking about Azerbaijan, but now I am talking about Armenia and I want to talk about Armenia. I have said before, the impossibility of clarifying where the process will stop, because if you have a predictable environment or the ability to make the process predictable, you can discuss and make a decision, but if you do not know or there is absolutely no possibility to make the process predictable, what you say becomes practically impossible," said Pashinyan.
