Artak Beglaryan, former HRD of the Republic of Artsakh, writes: "The Armenian government has already announced several times that they are working on a program to meet the housing needs of people displaced (forcibly displaced - ed.) from Artsakh.
It is good that such a program is being developed, but I remind and insist that the draft of this program should be subject to wide public and expert discussion before being accepted. Especially in the case of such a large and vital project, inclusiveness is a must to ensure the effectiveness of the project.
