A certain text by itself cannot become the basis of stable peace in the region. Russian political scientist
The preparation of a peace agreement between Armenia and Azerbaijan at the beginning of the new year of 2024 has become one of the key issues of the Caucasian agenda. Moreover, the leaders of the two countries still evaluate the prospects of peace in different ways. Baku defends the "chamber" nature of the agreements, in which there will be no international guarantors, while Yerevan, on the contrary, insists on active external involvement in the preparation and implementation of the peace project. According to "News.am", Russian political scientist Sergey Markedonov wrote about this on social networks.
"It becomes obvious that a certain text, which the parties have repeatedly transferred to each other, cannot by itself become the basis of stable peace in the region. Without agreement on details and nuances, any agreement will remain a set of good wishes. In this context, the most important topic is the demarcation and demarcation of the interstate border. At the end of January, a meeting of the relevant committee on this issue is planned. It is expected that during this, the parties will be able to agree on the documents regarding the clear definition of the border lines. Two weeks before the New Year celebrations, the Armenian government has agreed on the rules of border demarcation negotiations with Azerbaijan. However, the place and time of the January meeting have yet to be specified.
But even if there are negotiations, it is difficult to expect breakthroughs from them. Many commentators pay attention to the recent meeting of President Ilham Aliyev with representatives of the Azerbaijani media. The leader of Azerbaijan once again highlighted the topic of "Zangezur Corridor", which, to put it mildly, causes caution in Yerevan. In this project, many (especially Pashinyan's opponents) see the risk of proper loss of Armenia's sovereignty after the loss of Nagorno Karabakh. The reaction to Aliyev's invectives was predictable. Pashinyan called them "a serious blow to the peace process".
As a result, a paradoxical situation is created. The parties are constantly talking about peace and the need to sign agreements as soon as possible. But when we face real problems, contradictions arise, which are then interpreted either as delaying time, or as blackmail, or as sabotage of the peace process," the expert wrote.
