The casus belli of Azerbaijan, the cause of the war, is not the Armenian Constitution, the problem for Azerbaijan is the Armenian identity, in general. Abraham Gasparyan, head of the "Genesis-Armenia" think tank-foundation, announced at the conference called "The Declaration of Independence must be preserved".

According to him, usually the elites decide the narratives in international relations. "The world is positioned according to the theses you present, how you position yourself," he said.

The Turkish state elites had come to terms with the idea that there should be a buffer zone between the Ottoman Empire and the Tsarist Empire in this region, labeled as Armenia.

"Armenia has one solution, not to stick to it, but to hold on to the foundation with legal legitimacy, which is called the Declaration of Independence, until the end, so that it does not become a buffer zone," he said.
