In return for the non-fulfillment of this point, the Armenian government was ready to completely hand over Artsakh, thereby trying to consider the November 9 statement closed.
As a result, Azerbaijan, withdrawing the issue of the Syunik road, carried out the complete depopulation of Artsakh under the international consensus and has now returned to the only remaining agenda in Armenian-Azerbaijani relations, the Syunik road.
Should that road be given? Definitely not. How can this government not do that? Definitely not.
For many years, there was a main issue in Armenian-Azerbaijani relations, around which an international consensus was formed. It was the return of five counties. And in fact, that was the only real agenda of Armenia's foreign and domestic politics, whether the five districts were to be returned or not. However, it did not become an agenda and as a result the international consensus ensured the return of the regions by military means.

As a result, Azerbaijan is in an advantageous position: it will get a way to Nakhichevan through either Russia or the West, already in the form of Turkey. At the same time, it continues to exert other pressures on Armenia in order to keep the conflict hot.
In the end, it is possible that due to the conflict between Russia and the West, the road issue will not be resolved for some time, which will one day form a "legitimate right" for Azerbaijan to resolve this issue on its own, as happened in the case of the five regions.
