What happened also fundamentally contradicts the international requirements of secession. Tatoyan
Director of the Center for Law and Justice "Tatoyan" Foundation, former RA Human Rights Defender Arman Tatoyan referred to the demarcation of the state border between Armenia and Azerbaijan, noting:
"1. The RA commission on demarcation and border security issues of the state border between Armenia and Azerbaijan, on whose behalf the statement about the advance of Azerbaijani armed services in the Tavush sector and the unilateral ceding of territories, has no authority to discuss such issues.
It is a commission to give a false legal veil to political decisions, and with its statement a little while ago, it ensured unmanageable big security problems for Armenia.
The authority of that commission, its head or any member is not defined anywhere. All that is available is the letter of the Head of the Government of Armenia dated 23.05.2022. it is an individual decision that simply records the fact that such a committee was created and its unique composition.
There is no legal definition of what authority that commission has, what issues it discusses, how it discusses issues and makes decisions.
This means that the purpose of the statement issued by the Government on behalf of that commission a little while ago is to hide this politically unacceptable process with a false institutional-legal veil.
What happened also fundamentally contradicts the international demands of secession.
2. The head of the RA government is unilaterally ceding to Azerbaijan such territories in Tavush region, which undermine people's security and rights, Azerbaijani armed officers are brought closer to people's homes and they appear on the roads.
Clarifying that there are no significant road problems and that alternative roads can be built is just an attempt to cover up the real problems arising for the safety of people and the country.
The excuse of the head of the government that some villages are already under the Azerbaijani target is absolutely unacceptable. Instead of removing the Azerbaijani armed servicemen and eliminating the target, the Government actually surrounds our villages with Azerbaijani troops to justify the political decisions.
Baghanis highway was already under the target of Azerbaijani armed officers and from time to time they shot in the direction of moving vehicles, now with this decision of the head of the government they are coming closer to the road.
The proposed alternative road for the village of Kirants is not safe and will be under the observation of the Azerbaijani armed services.
3. Azerbaijan continues to be stuck in the territories bordering the Tavush marz of RA and keep them occupied.
Meanwhile, the Government of Armenia is carrying out a unilateral withdrawal of troops from the areas of strategic importance, which disrupts not only the border residents, but also harms the security of the entire country.
Moreover, it is obvious that the Government has specially published such a map, which does not show the problems related to security and unilateral concessions.
