The National Assembly rejected the opposition's draft statement on demarcation between Armenia and Azerbaijan

The draft of the NA statement "On demarcation and delimitation between the Republic of Armenia and the Republic of Azerbaijan" authored by the "Armenia" faction was not included in the agenda of the National Assembly. According to "Armenpress", 27 MPs voted for the project and 51 against it.

Artur Khachatryan, deputy of the "Hayastan" faction, presented the project at the plenary session of the National Assembly. The opposition is in favor of demarcation, however, according to them, it should be based on the actual borders since 1993.

Next, the MP referred to the agreement reached on April 19 by the border demarcation commissions of Armenia and Azerbaijan.

According to the law "On the structure and activity of the government", yes, the prime minister is given the right to form consultative bodies. No one gave the body headed by Mher Grigoryan the right to decide where the border passes. Any change in the border must be approved through a referendum, any change in the territory must be approved through a referendum. The territory is the place, the land on which the sovereignty of Armenia operates and on which Armenia has a title. Therefore, any change should be approved through a referendum, not by the decision of the commission, which is a consultative body," said Artur Khachatryan.

According to the opposition, demarcation should take place on the basis of international documents: the UN Charter, the Vienna Convention, the Helsinki Final Act, with the document on demarcation and demarcation developed by the OSCE Secretariat as a guideline.

According to the opposition, it is necessary to establish peace in order to have a real demarcation. Delimitation and demarcation should be consecutive actions. The boundary line should be adjusted around the entire perimeter and then there will be a boundary line. "As I mentioned, the basis of demarcation should be the border as of September 24, 1993, and also the unblocking of roads, the complete, simultaneous unblocking of communication channels should be with the preservation of sovereignty," Khachatryan noted.

Related reporter, MP of the "Civil Contract" faction, Maria Karapetyan, noted that by taking the border as of September 24, 1993 as a basis, Armenia will abandon its state border and return to the logic of military action.

"This is absolutely unacceptable and contains legal, political, diplomatic and military risks for the Republic of Armenia. Both Azerbaijan and Armenia signed the Alma-Ata Declaration on December 21, 1991, thus joining the cooperation of the newly created Independent States," said Karapetyan.
