Baku's blackmail and the "dualism" of the Armenian government

Political scientist Suren Surenyants writes on his Facebook page. "It is already obvious that Baku has no desire to sign a peace treaty with Armenia and intends to get the maximum through coercion and blackmail.

It is no coincidence that Baku is looking for various opportunities to "legitimize" its harsh policy: the Armenian-French agreement, the Constitution, etc.
