Elchin Amirbekov, representative of Azerbaijani President Ilham Aliyev's special assignments, in an interview with "Azatutyun", repeated his leader's statement that if RA does not change its Constitution, the peace treaty will not be concluded.

He also said that Armenian Prime Minister Nikol Pashinyan discussed the issue of amending the Constitution with representatives of the Azerbaijani government. According to him, Nikol Pashinyan asked for time to be able to adopt the new constitution.

Regarding this statement of Aliyev's representative, Factor.am sent a written request to the RA Ministry of Foreign Affairs. In response to the inquiry, the Ministry of Foreign Affairs replied that the process of constitutional amendments is an internal matter of the Republic of Armenia.

It should be noted that Azerbaijan, in particular, considers problematic the reference of the Constitution of Armenia to the Declaration of Independence, which is based on the decision "On the reunification of Soviet Armenia and Nagorno Karabakh" adopted back in 1989. Baku sees territorial claims here. Let's remind that in May, Prime Minister Pashinyan instructed to draft a new Constitution and approve it by December 30, 2026.
