The Lemkin Genocide Prevention Institute has issued a red flag alert (the highest warning) for the third time, given Azerbaijan's escalating rhetoric and demands on Yerevan, as well as recent attacks on Syunik and Gegharkunik marzes.

"Previously, we have issued many red flag and SOS alerts for the Republic of Artsakh, occupied and depopulated by Azerbaijan on September 19, 2023. Now, as was assumed in our previous publications, the threat of genocide has also spread to the sovereign territory of the Republic of Armenia itself. "Azerbaijan seems to be conducting a strategy of gradual occupation of the sovereign territory of Armenia," the institute's experts note, emphasizing that Baku is now seeking to establish control over eight villages, which, according to Azerbaijan, are under Armenian occupation.

"His goal is to fully control the Armenian state and unite Azerbaijan with Turkey... Claiming to control the strategic points of Armenia, Azerbaijan seems to be modeling its policy on the example of the creation of Israeli settlements in Palestine.

The threat to Armenia has become urgent, demanding the immediate and coordinated attention of the international community. "Urgent actions are imperative to prevent another case of territorial occupation and genocide similar to what happened in Artsakh just six months ago," the publication states.
