"Both practically and psychologically, military aid will ensure that Ukrainians are in good positions and maintain them through 2024 and challenge Putin's arrogant view that time is on his side," he said.

Burns added that if the aid is not approved by Congress, the picture will be much bleaker.

"There is a very real danger that the Ukrainians may be defeated on the battlefield by the end of 2024, or that Putin will find himself in a position where he can essentially dictate the terms of a political settlement," he concluded.
