How geopolitics entered the Tavush movement and what is the phenomenon of this movement?

"Detq" talked to political scientist Alen Ghevondyan.

"On May 12, Bagrat Srbazan presented the twenty-point program of the transitional government in Republic Square. Perhaps one of the most important announcements that concern many people was also made: the prime minister candidate cannot be a member of any party or group. In terms of political science, how realistic and feasible is this plan?"

"Two components should be distinguished here: the quality of the proposals, i.e. efficiency and problem-solving capacity, and secondly, realism, i.e. the degree of their liquidity, to what extent it will be possible to make them a reality. In terms of the content of the proposals, I mostly share these approaches, because they are, in fact, means of solving the problems of the state-power-society-economy ring, on the other hand, they are also a medicine for restoring the intra-societal-spiritual-moral-value situation. In other words, there is an element of worldliness and spirituality here.

In the sense of liquidity, I am skeptical in the sense that we must understand very clearly that the current, functioning authorities of Armenia have no desire, no agenda, and no goal setting to reach a consensus. Why? The reasons for this are very different. They are not synonymous with Armenian interests, Armenian preservation, value perceptions, the ideas of considering the state as a value, which they have emphasized many times in their public speech and actions. We are actually dealing with a government that states that it is not the bearer of Armenian interests, that is, we are dealing with a much more destructive phenomenon. The acting Prime Minister of RA says that we did not help Artsakh on purpose (and there are Armenians living in Artsakh, RA citizens) so that some forces do not get political dividends. On the other hand, the lands belonging to the RA, which are part of the territorial integrity of the RA, are handed over to Aliyev without any basis, without a contract. By the way, Aliyev also announced just 2 days ago that he is satisfied with the border demarcation, because the Armenian side exclusively serves our interests.

First of all, there should be a legal process, let's say a "peace treaty", one of the points of which should be the issue of delimitation. Meanwhile, Aliyev gets what he needs with the threat of force, and when he gets it, he will want to get other components again with the threat of force.

In fact, the wave or cause of this movement was the demarcation of Tavush, which was not entirely justified, that is, the movement itself is very legitimate. It is also obvious that Bagrat Srbazan or those who support him do not have an agenda to seek power, because a significant part of these people are knowledgeable and understand the difficult situation the Republic of Armenia is in, and even if the power is handed over to them, all the accumulated problems, all the commitments of the government, all promises they must try to contain or resist, and naturally not all will succeed. Therefore, it is obvious, isn't it, that a rational person would enter that field if the situation was not extremely catastrophic. Therefore, it is not in vain that one of the points expressed yesterday was the agenda of involving experienced, technocratic people with a broad consensus."

"What would you say about the technologies and tools used by the movement, and are they effective in the fight against the authorities?"

"When we talk about this or that set of tools, we must first understand what resources we have, secondly, how legal is the process, and thirdly, can we use these tools correctly. In the process, many tools and actions, whether done well or poorly, begin to change.

Various instruments of struggle against the current government are used, mainly they try to carry out peaceful, intolerant actions, etc. The distribution and simultaneity of these actions are, of course, important factors, but they should be a logical milestone in a general process, after which there should be pressure elements of a different nature. It is obvious that if all this is done with massive involvement, intensively, in various places at the same time, the RA power segment will not be able to cope, that's for sure."
