There is a hypothesis that, for example, the events of October 27, 1999, are related to the negotiation process, in particular, to the concept of territory exchange. "In 1994, when a ceasefire was established, it was recorded that the Armenian side won the war, and the Azerbaijani side lost. During the 20 years after that, the population of Azerbaijan almost doubled, the population of Armenia decreased significantly. And whom was the victory for? Why did the population of Armenia not increase but decrease as a result of that victory? Why we could not win Azerbaijan in the economic competition as a result of that victory? This has to do with security, military budgets.
We also know that in 1997-1998, the Nagorno-Karabakh issue had a very important domestic political significance," Pashinyan said.
