We will continue our struggle until the first unarmed citizen can get his first weapon. Union of representatives of the security and military spheres
We want to clarify that we will continue our struggle until the first unarmed citizen can get his first weapon. The "Association of Security and Military Sports Sector Representatives" NGO issued a statement about this.
"Dear RA citizens,
The package of the draft law on making additions and amendments to the RA Law "On Regulation of Arms Circulation" was adopted at the National Assembly.
In essence, the subject taking the examination intended for acquiring civilian weapons was replaced by the Ministry of Internal Affairs.
With the changes, the Ministry of Internal Affairs was obliged to adopt the examination procedure within 15 days.
We, the Association of Security and Military Sports Sector Representatives, are pleased to note the attention to this issue and the changes made.
However, as is known by the mentioned law, the provision on shooting ranges came into force on January 1 of this year, which also implied the institute of qualified instructors. On May 11 of this year, the Ministry of Internal Affairs adopted the procedure for the qualification of instructors, which is in effect, but has not been applied to date, which in turn has led to the fact that shooting ranges provided for by the law that came into force on January 1 cannot be licensed by qualified instructors due to absence. The actual law does not apply again in this regard.
In such circumstances, there is a reasonable doubt that even with the new amendments to the law, the existence of an examination procedure for obtaining weapons is not a guarantee that on the 16th day after the adoption of the law, a citizen who acquires a weapon for the first time will have the opportunity to pass an examination and receive a corresponding document to acquire a weapon." said in the statement.
