There is no enclave in the territory of the Republic of Armenia.

What is an enclave?

The territory located within the borders of a foreign state and not belonging to that state is called an enclave. Enclaves exist for many historical, political and geographical reasons. An enclave can be the territory of another state (village, region, autonomous republic) or an independent state.

The topic of "enclaves" began to circulate publicly after the 44-day war. The so-called "enclaves" were created in 1936-1939. Cartographer, Honorary Dr. Ruben Galchyan of the National Academy of Sciences of the Republic of Armenia stated this on the air of "Goi" (for more details, see  https://www.youtube.com/watch?v=SvB79bxYfws&t=1211s )

Territorial ambitions of Azerbaijan

Azerbaijan gives the so-called "enclaves" the name "Azerbaijani territories" for its domestic audience. "Enclaves" started to be talked about in Azerbaijan as a result of the influence of the state propaganda field, and more actively after the September aggression. Initially, discussions on the topic in the campaign field were gradually brought to the official level.

Since December 2022, the issue of "enclaves" began to be raised by Ilham Aliyev himself, forming new territorial demands in a telephone conversation with French President Emmanuel Macron. According to the official statement from Baku, Aliyev claimed that "Armenia continues to keep 8 Azerbaijani villages under occupation", without clarifying which villages he was talking about.

Based on the statements of the Azerbaijani side and press publications, it can be assumed that Azerbaijan claims the villages of Verin Voskepar, Nerkin Voskepar, Baghanisayr, Kheirimli, Sofulu, Barkhudarlu, Ghezelhajl in Tavush region and Tigranashen in Ararat marz.

The 8 villages claimed by Azerbaijan, including the enclaves, are very close to the strategic roads connecting Yerevan to the south and the north, and even include those roads. Thus, Tigranashen is located on the M-2 interstate highway (Yerevan-Yerask-Goris-Meghri-Iranian border), and Barkhudarlu-Sofulu was formed on the M-4 interstate highway (Yerevan-Sevan-Ijevan-Azerbaijani border). The M-4 highway leads to the H-37 road (Aygehovit-Vazashen-Paravakar-Aygepar), which connects Tavush regional center Ijevan not only with the villages of Aigehovit and Vazashen connected to it as a result of the expansion of communities, but also the entire Berd region, which is now one enlarged community named Berd. Verin Voskepar is located near the village of Voskepar, next to the M-16 highway.

It is no coincidence that Azerbaijan strives for these territories. If they come under Azerbaijani control, Azerbaijan will also get bases behind the Armenian positions. The enemy will be given the opportunity to target the entire territory of Armenia. These territories are of vital and strategic importance for Armenia.

After the Armenian-Azerbaijani negotiations held in Brussels on May 14, European Council President Charles Michel announced that Armenia and Azerbaijan reaffirmed their commitment to recognize each other's territorial integrity, with 29,800 square kilometers of Armenia and 86,600 square kilometers of Azerbaijan, including Nagorno-Karabakh. By the way, it is hard to find such a procedure in geopolitics. any country does not recognize another state by a specific territory, by numbers.

On May 22, Nikol Pashinyan noted that 86,600 sq. km also includes the former enclaves on the borders of Armenia: Tigranashen and Tavush villages. On June 2, Pashinyan reaffirmed his position, stating that "if the map shows that it belongs to Azerbaijan politically, we have no problem, and it is not yet a fact that Azerbaijan will want to return Artsvashen and take Kyark". It should be noted that Artsvashen is about 7 km away from Armenia and is surrounded by the territory of Azerbaijan on all sides, no Armenian will settle there. In other words, we will not get anything in return for giving up the "enclaves".

On July 11, the President of Azerbaijan Ilham Aliyev said: "If in October of last year (Armenia) recognized the territorial integrity, sovereignty and borders of Azerbaijan, then in May of this year it went further, officially recognizing the parameters of the territory of Azerbaijan, including Karabakh and enclave villages. This should be considered as a positive fact. Now the time has come for these same words to be recorded on paper, signatures to be put, and relations to be established."

We should also note that Aliyev does not speak with the same diligence about Azerbaijan's recognition of the territorial integrity of Armenia, which has its own simple explanation: Azerbaijan claims the entire territory of Armenia at the state level. There are many propaganda statements made by Azerbaijan, which prepare the ground for further large-scale conflict.

  • Azerbaijan calls the occupied territory of Artsakh "Eastern Zangezur", if there is something called "Eastern Zangezur", it should also be called "Western Zangezur" (the Azerbaijani side means the Armenian Syunik).

  • TV channels controlled by Aliyev's dictatorial regime added "Western Azerbaijan" to the weather forecast.

By "Western Azerbaijan" they mean all of Armenia, including the capital of Armenia, Yerevan, Gegharkunik Marz, Syunik Marz, Ararat and Vayots Dzor Marz (https://t.me/varuzhandragoman/1970).

Thus, at the state level, Azerbaijan continues to present territorial claims to the Republic of Armenia.

There is no enclave in the territory of the Republic of Armenia. The territory of Armenia in its entirety is actually our sovereign territory, which is proven not only by historical legitimacy, but also by our Armenian presence.
