Our position is that Armenia cannot decide the fate of the people of Nagorno-Karabakh. RA Prime Minister Nikol Pashinyan announced this today, July 25, during a press conference.
"The representatives of Nagorno-Karabakh should be on the side of negotiations, on the side of dialogue, and we are promoting that agenda, bearing in mind that the rights and security of the people of Nagorno-Karabakh should be discussed with the participation of representatives of Nagorno-Karabakh, in the format of the Baku-Stepanakert dialogue, within the framework of the international mechanism.
I think that the representatives of Nagorno-Karabakh - the people, the government, will have the opportunity to address all the issues that concern them and not only ask questions, generate content, but also, which is very important, bear the political responsibility related to that content and not only the political responsibility. That is the right way," he said.
To the question whether Armenia can make any changes in the agenda of the Armenian-Azerbaijani negotiations regarding Artsakh, Pashinyan answered: "I have stated before that it is a matter of thinking whether the possible peace treaty between Armenia and Azerbaijan should refer to Nagorno-Karabakh, i.e. a comprehensive solution, or whether the issues related to the rights and security of the people of Nagorno-Karabakh should go forward and be addressed to a different logic. We have no decision on this matter. This does not mean that we do not have a position."
