
That process can be considered a failure. Abrahamyan on holding aid in Akna
The last version presented by the Russian side was the most compromising of the versions. Tigran Abrahamyan, secretary of the National Assembly "I have an honor" faction, said this today, September 11, in a conversation with journalists.
He noted that it did not imply the entry of one symbolic truck in the direction of Akna via the Azerbaijani Red Crescent, Azerbaijani humanitarian cargo, but the Russian Red Cross, and after that, the restoration of the Lachin Corridor traffic.
"The restoration of traffic at this stage did not imply the implementation of two-way free movement, which we had until April 23, when the Azerbaijani checkpoint was not installed, but referred to the transportation of goods from Goris to Stepanakert by Russian peacekeepers.
The proposal was presented as an option agreed upon by Azerbaijan. But later, Azerbaijan actually expressed disagreement with that proposal, presented new demands. that is, only the opening of the Aghdam road and, in addition to Russian luggage, the entry of Azerbaijani Red Crescent trucks into the territory of the Republic of Artsakh. Naturally, this was not acceptable by the authorities of Artsakh, the Russian side was informed about it. At this stage, that process can be considered a failure," Abrahamyan noted.
The MP found it difficult to say whether there will be new developments related to that proposal or not. "The authorities of Artsakh are ready to negotiate on some issues, but there are specific principles that will not be violated under any circumstances."
Speaking about the reasons, Abrahamyan did not rule out that there is also a certain geopolitical influence in this. "This was the Russian proposal. It is not excluded that Turkey or other actors through Turkey tried to defeat that process in Artsakh, considering that there are different proposals from different geopolitical centers as well."
According to Abrahamyan, the second circumstance is that, according to his impression, Azerbaijan is trying to defeat this process, thereby preparing grounds for aggression against Artsakh and, at the same time, the Republic of Armenia.
"Of course, Azerbaijan failed to show that in this situation it is the authorities of Artsakh who are defeating the negotiation process. It is clear for all the actors, there were also statements that in reality Azerbaijan withdrew from the pre-arranged proposal and subsequently created conditions to which the authorities of Artsakh could not give their consent," said the deputy.
To remind, on September 9, it was reported from Artsakh that the government of the Russian Federation took the initiative to provide humanitarian aid to the Republic of Artsakh, taking into account the humanitarian crisis created in Artsakh. The authorities of the Republic of Artsakh, based on the need to alleviate the acute humanitarian problems caused by the complete blockade implemented by Azerbaijan, decided to allow the entry of Russian goods through the city of Askeran. At the same time, an agreement was reached, according to which humanitarian cargo transportation will be restored by Russian peacekeepers and the International Committee of the Red Cross through the Lachin Corridor. However, after some time, news spread that the implementation of the Russian proposal failed due to the positions of Azerbaijan.
