If we look at the Armenia-Azerbaijan negotiations over the past three years, I have the impression that Azerbaijan is not fulfilling certain obligations or promises. It also led to a certain harsh reaction from the United States. In response to that, yesterday the Ministry of Foreign Affairs of Azerbaijan not only responded to various qualifications, but also informed that, due to this situation, they do not consider it appropriate to participate in the meeting planned with the participation of their Foreign Minister in Washington. Tigran Abrahamyan, deputy of the "I have an honor" faction, said this during a briefing in the National Assembly, referring to Azerbaijan's refusal to attend the meeting of foreign ministers to be held in Washington.
"It is obvious that Azerbaijan is constantly changing its behavior during these three years. Azerbaijan is trying to achieve the maximum that the Armenian government gives today. And even after the 44-day war, when the document of November 9 was signed and received quite heavy qualifications, even after the signing of that heavy document, Azerbaijan lowered new demands," said Abrahamyan.
According to him, it seems that at this stage it has caused some problems in terms of the reputation of the mediators, in whose presence or mediation the parties have assumed various obligations. "In that particular case, I perceive it as a non-fulfillment of obligations on the part of Azerbaijan, which the USA, as an intermediary state, also considered a blow to its authority. And the consequence was that the USA made the vocabulary quite tough, and there was even a hint that the continuation of such a way of working by Azerbaijan could also lead to certain sanctions."
According to Abrahamyan, recently there is an impression that Azerbaijan avoids taking substantive steps in the negotiation process. "I think Azerbaijan is trying to pursue one goal with this. a certain reckoning and re-evaluation of the balance of power is taking place at this moment.''
The deputy noted that today Azerbaijan obviously also has territorial ambitions towards different settlements of RA. "Recently, they have been actively talking about their demands for the so-called enclaves, 8 villages. And maybe at this stage, Azerbaijan is trying to gain time, assess the situation, whether or not to resort to military operations in specific directions in order to achieve its goals as much as possible. If he goes the way of fulfilling his obligations, naturally it will be both restrictive and will also cause problems for him from an international point of view."
