Charles Michel claims that the rights of Artsakh Armenians should be guaranteed within the framework of the Constitution of Azerbaijan

The head of the European Council, Charles Michel, stated that the rights and security of the Armenians of Artsakh should be guaranteed within the framework of the Constitution of Azerbaijan. According to "Detq", Michel said this in an exclusive interview with "Azat".

The European official noted that the EU continues negotiations with the leadership of Baku on this issue.

"We believe that ethnic Armenians should have the right to return or at least be able to visit that part of Azerbaijan, and their safety and rights should be guaranteed. Regarding the protection of minorities, there are international standards that must be respected according to the Constitution of Azerbaijan, within the framework of which the rights of minorities must be guaranteed," he stated.

Responding to the question whether the peace agreement contains a reference to the guarantee of the rights and security of the Artsakh Armenians or not, Michel answered that he did not want to delve into the details, at the same time emphasizing that the guarantor in this matter should be the authorities of Azerbaijan.

"We are communicating a lot with the president of Azerbaijan on this topic to raise vigilance and try to convince the Azerbaijani authorities to show that they want to protect minorities and ensure that international standards are respected. This is the political debate we are having, and I sincerely hope that we can make progress on a priority issue for the EU," he concluded.

For a long time, the Azerbaijani side refuses to negotiate on Western platforms and boycotts this format, despite the fact that in the past it actively participated in its activities. In this context, the EU seeks to return Baku to the negotiating table, so that the latter agrees to sign a possible "peace" agreement on the Western platform.
