Iran's top diplomat emphasized that Iran, "being the largest victim of weapons of mass destruction (WMD) since World War II as a result of the use of chemical weapons by Saddam Hussein's regime, emphasizes that the only guarantee of non-use of WMD, including nuclear weapons, is its complete, irreversible and verifiable destruction."

Abdollahian added that Iran firmly believes that the integrity and functioning of the NPT depends on the full implementation of all its obligations, including Article 6, which requires nuclear-weapon states to negotiate effective and result-oriented denuclearization. : According to him, if all the member states of the Conference on Disarmament, especially the nuclear powers, show political will and fulfill their disarmament obligations, it will be possible to get out of the impasse.
